Motorist reports it's a Black male, about 5'8", wearing a dark blue hoodie, carrying a bag with a shovel sticking out of it. He was standing in the middle of stop traffic with his shovel in hand, then moved to the bus stop and is now laying down. 18900 Lorain Road.
