Cars that are broadcasting and lowering a non-injury hit-and-run occurred at 1st and Shields. RP was at a red light, vehicle refers him to RP, then took off, stopped on 1st. Suspect vehicle's a white GM's, red tow, 6th century, Sam Laura 214.
