9010. 9010. Send me my 16. I copy at Target, 1485 Polaris Parkway. Caller does not need to be seen. Man appeared to be in a manic episode, jumping up and down, bouncing around, almost left the 29, possibly a 70-year-old in the parking lot. Started to drive away and yelled to the 29 to get in and sped away. Thinks he went northeast towards Chick-fil-A on board a black Kia hatchback, King, Victor, Queen, 7159. Male, black, 30s, 6'5", wearing a black... Wearing long sleeves.
