Dispatch with information, I'm holding a welfare check at the Heritage Park apartment, 18409 Northwest Heritage Parkway, for a male in the parking lot that seems intoxicated and is throwing tires around. Our caller says he seems violent and combative. He's also been seen going through the dumpsters. This is a white male adult, bald, wearing a dark plaid long-sleeved shirt and blue jeans.
