2830 Washtenaw, 2830 Washtenaw. Black male, dark blue t-shirt, cut-off blue shorts. Caller was cutting through to go to the Dollar Tree. Subject was standing in the path behind the Save-A-Lot. He started chasing the caller and grabbing himself.
