13 and 11, it's going to be at Target, 1790 Airline Highway, cross of Sunset and Fawcett Drive. Subject in the parking lot, drinking alcohol, acting erratic. Looks like he's talking to himself, waving his arms around. RP's scared to go outside. Negative weapons, described as an HMA in his 40s, 5'10", thin-build with a black sweater.
