31. Southwest Finley Street, 41 Ave Southwest, east of the intersection. There's a female yelling at people standing in the road. She's yelling at passing vehicles and has been walking in circles there for the last 30 minutes. She has been stopping vehicles from passing. A white female, 45, 5'7", medium build, dark brown hair, purple shirt with graphics on it, black yoga pants and dark shoes with a white Nike symbol.
