Complaintant is stating that a female driving a black Subaru Forester was drinking a beer while driving. Got a partial complaint of Hotel 1. Vehicle was serving all over the road. Described as a white female, 40 to 50 years old, with blonde children-length hair. Attempt to locate at 2019.
