Firefighters in Indianapolis responded to a report of a person trapped in a difficult-to-reach area under a bridge on Cadillac Drive. Crews established command and utilized a low angle rope system to reach the individual, who was found sitting upright.

Rescue crews have reached the trapped person and are preparing to move them up the hill with the help of Stokes basket.

 Okay, he's directly under the bridge, in the water, but he's upright and sitting.

 We got folks getting to him right now for EMS.

 Looks like it's about 20 feet directly over the bridge.

 So, ropes could either go directly over the bridge, or they could sit up and kind of walk in with a low angle.

 We'll let the 14th take a look when they get here.
