While the complainant was driving, they saw a homeless, skinny, white male, red hair, no shirt, light-colored shorts, possibly on 237 David with a broken claw grab stick. And they saw him throw it over the fence onto the freeway, and he continued to walk eastbound. It occurred 3 to 4 ago. Unknown if anyone's vehicle was hit on the freeway below. 10-4.
