The caller is a passerby, not requesting contact, concerned about a male that was possibly casing vehicles in the parking lot, then started walking northbound on Meridian. Black male, 20s, 5'10", 130, black hair, teal pullover, black pants, orange socks, black shoes, carrying a purse and backpack. Information 53-7.
