Units in 12, getting a theft in progress, 838 North Racine. Anonymous states there's two male Hispanics trying to steal a bike. One male took off with a tire in the rim, headed southbound. The other male is still on scene trying to get something else off the bike. One male is wearing a brown shirt, blue jeans, white shoes. The second male has on a tan shirt, green shorts, dark colored shoes. Nothing further. 1215.
