Units to the border for the units in 14, had criminal damage to property in progress, 2015 North Elston, 2015 North Elston. Caller states there are a couple of people on the roof trying to tag the tanks with graffiti. Their scooters are out front. He doesn't know how many people are up there, unknown if there are weapons. Again, no further.
