at the QFC, 11100 Roosevelt Way Northeast. There's a vehicle that's been parked for almost two hours now, and it's occupied with two cats. They appear to be in distress, trying to get out. The driver exited the vehicle. It's unknown if he returned, but he appeared to be intoxicated. He was stumbling. It's a white female, mid-30s, 5'5", very thin, blonde hair, and wearing a short pink dress. 11100 Roosevelt Way Northeast. We did advise animal control as well. Control, copy.
