Complaintant advised that their neighbor at this address was masturbating in front of his window and then talked to the complainant and asked if he was good when the complainant caught him. Advised he was in plain sight of the window. Complaintant believes he has two children in the house. He's a white male in his 40s, 5'8 to 5'9", slim-build, wearing a gown, unknown weapons.
