Wall Street 91, Engine 92, Hazmat 91, on call EMA. Respond to 145 Richwood Road, 145 Richwood Road, at the TA truck stop for fuel spill. Caller's advising it's at least 25 gallons, advises fumes are bad. Male drove off with it in his gas tank and his foot all over the parking lot, causing the caller to cough. Come out 2108, operate on fireground 2.
