A 964 is advising of subjects on a gray Honda Accord or Civic that have been following them for about 10 minutes. We are trying to get the 964 to head towards the 103. He's advising that he is armed with a knife and he'll be in a black Chevy Malibu. He's advising that he's now on Bullard and the other vehicle keeps flashing their high beams at him, and they're now passing water. Believes the vehicle is occupied by two.
