Since it's a residential area, the dispatcher over here in city incident center says it's slim to none, but he can't definitively say whether or not this guy has anything city-related to do over there. He's trying to say someone called and told him to come get these pipes, these old rusty pipes, and he's breaking them up with a sledge, and something's telling me that's not city procedure on that.
