Any Harbor units, 390 group in a vehicle, 837 West PCH in the shopping center inside a dark color Honda. Suspect number 1 is a male White, number 2 a male Black, and number 3 a male Hispanic, all 20 to 25 years, inhaling from nitrous oxide balloons and were previously driving erratic. It's code 2, incident 3842 and RD 515.
