@dhdjsndic tractor trailers aren’t allowed on the lower level. When there are high winds, they close the upper level to empty tractor trailers, and tandem tractor trailers. But this happened so fast tonight that they probably didn’t even get an opportunity to do that, if indeed the wind is what caused the trail flip
