Our caller states that there's people blocking the street with no vehicle, their vehicles, I'm sorry, and not allowing cars to get past, and that they have a fire hydrant that was open. The vehicle is a gold SUV, unknown who it belongs to. It's a code 3 and CAD is 4091. What?
