423 Frank for traffic. 423 Frank. Copy, for 961 Henry at 17th Street and University Drive. Complainant witnessed a 961 Henry and followed the fleeing vehicle. It's license plate Sam Victor Adam 051. It was a Nissan Rogue last seen southbound on 16th Street. Unknown who the victim was, but they're near that 20. It's Manuel for the witness at 1729.
