924 Ocean, you can send that for us. 924 Ocean, it's going to be a 585, 43rd Avenue and Missouri, just north of the northbound lanes. Complainant passed by and saw subject with a black Dodge Ram 2500, changing his tire in the middle of the road. Vehicle is blocking almost three northbound lanes and causing people to swerve around him. Subject has cones set up. Drugger is a Hispanic male, beige top and black shorts. No one for contact. It's 1833.
