East units, information on the ECC for 647 FD, neighbor at 125 Grand, unit 301. Neighbor is Saul Angiano, male Hispanic, 32 years old, wearing a green shirt, black cargo pants, white socks. He's been going in and out of his house, yelling at passerbys and was openly smoking meth out of a glass pipe. He walked into his apartment. It's call number 1115.
