916 McAllister and Van Ness. The vehicle heading northbound McAllister, navy blue BMW W sedan, plate of 9 Union Lincoln Zebra 208. They threw a piece of trash out their passenger side window. Drivers seemed angry at the passenger and the vehicle was swerving in and out of lanes. Unknown race rail with a beard, no weapons seen. Information only.
