He probably was shooting at MS13 that's where they hang out at mostly at night and around at lemon Grove park and up on western and Virginia by the laundromat shopping center.
I saw the whole thing. It was a slender African American boy wearing all black. Tight-ish Black athletic pants and a black tee shirt. He ran north up western. Medium length natural hair.
