Informant opposite female, adult, wearing sweatpants, seen on top of the hood of a dark sedan. And male adult driver drove off with the female adult on hood. Does not know if the female adult fell off the hood. Informant with the female adult, manager was declined and is tag 360. Was there a unit to respond, code 3, through or left? Beep.
