Any Topanga unit, a 415 man, Topanga Mall, 6600 Topanga Canyon. On the Topanga side, inside the mall, by the Target and the Macy's area, male, Hispanic, wearing a large jacket with a backpack underneath, white pants, has been loitering, possibly simulating a weapon. It's code 2, incident 3820.
