North Charleston police stopped a vehicle traveling the wrong way on Rivers Avenue near Remount Road around 2:45 a.m. and found numerous open beer containers; the driver, Severiano Francisco Felix, was charged with open container, driving without a SC license, and driving on the wrong side of a divided highway, and a passenger was also charged with open container.
