 Department states a black SUV was going in and out of lanes of traffic and not stopping at red lights.

 Last seen northbound Grand about five ago, sun tag 99.

 There is a plate on that, 9 King Boy Henry 169.

 That plate does return clear but no DMV information. It's currently down for me.
