on the 594 on Wayland. There's a man flying a kite with a child stuck in the pyro line, trying to pull it out. The man is touching raw copper wire. RP yelled at them to stop, but possibly limited English. Asian male adult, 35 to 40, 5'6", medium build, gray hoodie, no weapons seen. Two- or three-year-old child.
