Why are we calling out Toledo they didn't have mutual aid with Sylvania or (shouldn't) because they already have mutual aid with Richfield township and Springfield township

My guess is because of the construction in the area on Alexis and Monroe st. For a faster response and more efficient fire fight because of the detours to get to the fire
