Complainant originally was advising of a baby deer that was possibly dying on the sidewalk. Then advised that there was a man down in the ditch nearby, acting strange. He was saying they were unknown, that they were involved. This 30-year-old, white male, orange shirt, facial hair, wearing a hat. They did have a scooter. Complainant no longer saw the male. Complainant was able to be contacted. It was necessary.
