 Our complainant was uncooperative but advised that there was juveniles riding around in the park in a red passenger car going 30 to 40 miles an hour.

 One of the juveniles was riding on the roof of the car with no shirt on.

 The complainant didn't give any further info and didn't advise where in the park they were. No further.
