They don't like vehicles remaining stalled in tunnels and try to clear them as quickly as possible. My guess is he ran out of gas and could'nt coast any further as the tunnel began rising in elevation from its lowest point. That truck is probably too large for them to pull up behind him in their bumper truck, shout over the PA ""Maintain forward steering with your vehicle in neutral and your foot off the break" as they push you forward wickedly fast until you clear the tunnel and they write you a citation. (Don't ask me how i know this) That's just my guess!

Truck probably had cargo that isn’t approved for the tunnel

They don't like vehicles remaining stalled in tunnels and try to clear them as quickly as possible. My guess is he ran out of gas and could'nt coast any further as the tunnel began rising in elevation from its lowest point.
