You are correct that is a big problem. It is illegal to get a tattooed. You have to be 18 yrs old and it's still illegal even if you're parents give permission in NYC especially. That tattoo parlor can lose their license and be shut down so they better be very careful a favor for a friend or family can get you sued and license taken. Check it out yourself!!!
The stress these children put on there parents is beyond frustrating.. I hope she returns safely
