No the pit bull was not loose, it was tied up by a homeless lady. She was walking around with the dog on a rope and pushing a cart. When I came back out the house 30 mins later to go to woke, I saw the dog tied up on the orange fence ALONE the cops were just watching it. I was there for 10mins not sure what the cops plan was.

No the pit bull was not loose, it was tied up by a homeless lady. She was walking around with the dog on a rope and pushing a cart. When I came back out the house 30 mins later to go to woke, I saw the dog tied up on the orange fence ALONE the cops were just watching it. I was there for 10mins not sure what the cops plan was.
