823. 823. 23, next up, arson in progress. 2821 West 59th. A concerned caller said that a female started a fire with aluminum foil near the church. Caller said she went into the church and then came back out and started another fire next to the daycare. Your female is a female Hispanic wearing a dress, maybe mentally ill.
