It's not that juveniles are gathered. It's how they behave when they are gathered together. If juveniles show manners and respect, there aren't any problems.

I am to old. When there were more than ten kids we would be harassed by the cops. We had to disperse or get arrested. The law was imposed to keep gangs off the streets and crime down. While many of us felt it was harassment the results were positive.
Please get your kids under control. Don’t cry about them being “good kids” when something horrible happens.
