At this time, the cars are barely around. I don't know how this happened but if I were to guess, the man was crossing the street without looking both ways first even though it's dead or something else I can't think about

City of Phoenix wanted to take a car lane away in Thomas and make it a dedicated bike lane. This accident shows how vehicle and bike traffic in busy roads don’t blend particularly well.
Were they biking on the road? With traffic or crossing street?
