31. A disturbance, 13440 South Brainerd. Male sitting in the middle of the street in a lawn chair, obstructing traffic. Male, white, 260 pounds, tan clothing. He's known to carry weapons. Said he was previously arrested with a weapon, however, no weapons seen today. I think this might be the regular guy they call about. No further. Panhandlers. If this is the guy I'm thinking about, usually he just sits in the median.
