Are those the public utility lines between the scaffolding and house, with the high voltage easily reachable at the top? There is no insulation on the high voltage line. Standing on nominally grounded metal scaffolding that close, he may not have even touched the line, it could have arced a couple of inches to him or a tool he was holding. Very sad.

Knowing the guy, he was getting on the scaffolding, the line touched his head, He fell off and is now in surgery!!
