 that there is a male that's attempting to crawl in the window of her neighbor's house.

 No one should be living in the downstairs unit, but someone lives upstairs.

 She's noting that that is a rental property.

 And the people who lived in the downstairs just moved out two days ago.

 Suspect is going to be a black male, no shirt, and black shorts.
