I was walking my own dog yesterday and I think I saw this dog at the corner of Watson and Carrollton. I figured it might have just been someone letting their dog out to pee without a leash because it seemed to stay in one yard but I was wondering. If I didn't have my dog with me at the time I would have stopped... dunno if this helps at all but I hope so!
