Why is it being assumed this is an unsecured or improperly secured load? Our tires kick up rocks and other debris all the time. That is why you are supposed to maintain reduced speeds by workers. The worker could have been injured by anything on the road. Where does it say something specific because I don't see it in this report at all 🤔

Yesterday a big rock from a diesel truck hit my windshield and put a golf size crack in my window 🤦🏾♀️ now imagine that hitting a person smh!! Sending prayers to the worker
