Apparently AIU is responding. AIU does not want any vehicles moved. The vehicles involved in the crash are completely blocking the freeway, so it's going to be shut down for the foreseeable future.

That's why they wanted the whole highway shut off because this is going to be a scene for a while. They have AIU on their way. All four lanes are blocked with traffic due to the accident.
