It looks like it was an accident with a motor scooter. Police were on site until early in the am.
Car accident per the ring response from the pataskala police

There were at least 3 cop cars back on Eddington Dr by the park, a motorcycle seemed to be on the sidewalk where the officers were standing around. Was able to turn onto Lockmead Dr when driving the short part of Eddington north, but Eddington was blocked from Lockmead Dr to a few houses north of the park.
It looks like it was an accident with a motor scooter. Police were on site until early in the am.
