Summary

  • DHS said a Customs and Border Protection agent fired a defensive shot after a driver allegedly attempted to strike agents with a vehicle during a targeted stop in Portland. The vehicle fled, and the two injured occupants were later located several miles away by Portland police and taken to a hospital. Their conditions remain unknown.
  • Authorities identified the two people as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras, a Venezuelan husband and wife in the U.S. illegally, according to DHS. Officials said Moncada entered the U.S. in 2022 and had prior arrests for DUI and unauthorized use of a vehicle, while Zambrano-Contreras entered in 2023. DHS alleged Moncada has ties to the Tren de Aragua gang and that Zambrano-Contreras was linked to a gang-associated prostitution ring and a prior Portland shooting. Portland’s police chief later confirmed the suspects had gang ties, aligning with DHS statements.
  • The shooting occurred one day after a woman was killed by federal agents in Minneapolis, an incident that has sparked protests across multiple U.S. cities.

Timeline

Nino-Moncada reportedly admitted to intentionally ramming the Border Patrol vehicle in an attempt to leave and said that he knew it was an immigration enforcement vehicle, officials said.

After officers instructed Nino-Moncada to exit his vehicle, he allegedly put the car in reverse and collided with a empty Border Patrol vehicle, officials said. Nino-Moncada continued to move his vehicle forward and back multiple times, striking the Border Patrol vehicle multiple times. After the attack, Nino-Moncada and the female passenger fled the area.

Luis Nino-Moncada has been charged with aggravated assault of a federal officer with a deadly or dangerous weapon and depredation of federal property in excess of $1,000, the Department of Justice announced on Jan. 12.

“They do have some nexus to involvement with TDA. We can confirm that,” Day said.

Portland Police Chief Bob Day confirmed the two suspects wounded in the CBP encounter had gang ties, confirming the statement from DHS.

Moncada illegally entered the U.S. in 2022, and since then was arrested for DUI and unauthorized use of a vehicle, DHS said. Zambrano-Contreras illegally entered the U.S. in 2023.

The identities of two people shot by a Customs and Border Protection agent in Portland yesterday have been released. The husband and wife, identified as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras, were Venezuelan nationals in the country illegally, officials said. Moncada is suspected to be a Tren de Aragua gang member, while Zambrano-Contreras is accused of involvement with a gang related prostitution ring and was allegedly involved in a previous shooting in Portland.

The FBI is leading the investigation.

Border Patrol agents were conducting a targeted vehicle stop, according to the Department of Homeland Security (DHS). The target and a passenger are reportedly Venezuelan illegal aliens affiliated with the Tren de Aragua prostitution ring and involved in a recent shooting in Portland. DHS said that when agents identified themselves, the driver allegedly weaponized his vehicle and attempted to run over them. An agent fired a defensive shot, and the driver drove off with the passenger, fleeing the scene.

Portland Mayor Ted Wheeler, in a statement, has urged ICE to pause operations in Portland until a full investigation is completed, citing concerns about public safety and civil rights. The mayor also asked residents to remain calm and said the city will continue providing updates as information becomes available.

@jaycoyt what are you talking about? In 2025, 347 cops were shot, but only 45 cops died as a result. Meanwhile at least 1,177 people have been killed by cops. Only 111 cops were killed in their line of duty in 2025. A civilian is 10 times more likely to be killed by the cops than a cop killed by a civilian. Cops don’t even make the top 10 most dangerous industries. You are more likely to be killed as roofer than a cop.
