The problem is the officer that rolls up past the person, gets out of his car and strolls south on Hudson in the middle of the lane next to the curb where the woman and dog are, hidden from the dog's view by the trash can and, from the dog's perspective, pops out from behind the trash can walking maybe 5-10 feet from the dog's owner. What do you expect the dog to do?

@ucla87 I expect the dog to be leashed and controlled by the owner. She’s clearly not capable of take care of such an animal and unfortunately it cost the poor dogs life.

That officer who pulled up before the shooting is at fault and pulled the trigger! He was walking too close to the dog and it felt at danger! That dog didn’t move the whole time until someone got close!
