California has nothing to do with the rotten behavior of Arizona residents. Take responsibility for having one of the worst educational systems in the country. There is a correlation. Arizona is getting out of control with its own imbeciles committing crimes.
So can we finally blame the department of education? Or is this the fault of illegals overwhelming the education system?

Start a block watch or go show police how you can do it better, maybe take a class on firearm etiquette, work with children in group homes and teach them to value human life?
